Cheshire operator gets a final chance to operate properly after a strin of prohibitions. Mike Jewell reports.

FOLLOWING A STRING of prohibition notices since January 2002a Cheshire operator was called to a Public Inquiry where it was given a final chance to operate within the law.

North Western Traffic Commissioner Beverley Bell warned WPS Transport of Stalybridge that its licence must include authorisation for trailers, even though it is a traction-only international operation. She reduced the firm's licence from six vehicles to five, saying she was satisfied thatWPS had "learned a lot" from being called to Public Inquiry.

Janet and Peter Hall. trading as WPS Transport, of Stalybridge with a licence for six vehicles appeared before the TC at a St Helens disciplinary inquiry. Vehicle examiner Colin Brown said maintenance was not being carried out to the required standard, based on the number of prohibition notices issued since January 2002.

WPS told him that the nominated transport manager had left; when he asked Peter Hall if the Traffic Area had been informed he had replied that he would "get round to it".

For the firm. Paul Carless said that a David Stenton had now been appointed transport manager. Inspections and MoT preparation would be carried out by Bayfreight, which had new maintenance facilities 300 metres from the firm's premises.

CPC courses

Peter Hall said the previous transport manager, Lynn Walker,left about a year ago. Stenton had been employed as a WPS driver for two years and had gained a CPC earlier this year. Stenton had not been nominated earlier as Janet Hall had planned to take the CPC course, but in the event she did not.

Hall told the TC that maintenance became sadly lacking after the self-employed fitter who used to come in and assist died just before last Christmas. They could not afford tc in trouble again as they were not a lim company and if they had to close dowr would personally be liable and would losc house.

In reply to the TC, Hall said he did not ki where the licence discs were for some vehi that had been sold but he had applied for a for a vehicle he had been running for a months.

The TC pointed out that as three of vehicles were tractive units the firm must s to have trailers authorised on the licence.

Cutting the licence to five vehicles, the said she was giving Peter Hall one opportul and one only, to put things right as she satisfied that he had learned a lot as a resu the Public Inquiry.

The TC ordered the Vehicle Inspectorat carry out a performance review of the fir operations in six months' time. •
