Which of the following most accurately describes the problem?

• Built for the purpose of testing flow meters to new HM Customs regulations at petroleum refineries and installations, and to calibrate positive displacement meter provers for the oil industry, is a rig recently supplied by Croydon Automobile Co Ltd to Moore, Barrett and Redwood Ltd, London-based operator of a meter calibration service.

In effect a mobile proving station, the rig is mounted on a Bedford KGS 151in. wheelbase chassis cab equipped with rear shock absorbers, bumper and guard rail, heavy-duty front springs and axle, 45ga1 fuel tank and two-man passenger seat. The chassis has a gvw of 11.9 tons.

The rig itself comprises a 500gal meter proving tank, 1700gal circulating tank, 500 gpm pump driven by the Bedford's engine, two master flow meters, loading arm and Tico hydraulic crane.

On site the following basic operations are made: the rig's master meters are set in series with the client's operational meter and the product discharged into road or rail tankers. The circulative tank is filled with product and the master meter proved against the meter proving tank via the pump. The master meters are set in series with a positive displacement prover to establish the base volume.

Before leaving sites the rig is always pumped dry—an HM Customs requirement as products are dutiable.

The Tico crane is fitted on top at the front to ease movement of hoses and when not in use is stowed in the toolbox over the cab.
