Which of the following most accurately describes the problem?

• A group training scheme has been set up in mid-Kent to include operators in an area from Gravesend in the west to Faversham in the east to approximately Maidstone in the south. It is known as the Mid-Kent Road Hauliers Group Training Association, An inaugural meeting was held recently at which 26 haulage company representatives were present. Elected chairman was Mr G. Tomkinson, of G. G. Tomkinson Ltd, incorporating the haulage business of W. H. Skinner Ltd, of Marden, and of which Mr Tomkinson is managing director. Treasurer is Mr F. V. Hall. company secretary of W. E. Reeve Ltd, of Sittinghourne, and secretary is Mr D. Allison, Reeve's assistant company secretary.

Mr R. F. Wood, transport manager at Reeve, said that a training site had been acquired on Detling Aerodrome and the group was now seeking a training officer and an hgv driving instructor. He hoped the RTITB would provide two suitable vehicles. The Board's representative on the group committee is Mr D. F. Ward.
