Which of the following most accurately describes the problem?

THE national council of the Road Haulage Association last week approved the I proposal that B.R.S. should be admitted to a special category of membership of the Association. Each company in the British Road Services Federation will be entered in the Association's register as a contract member. Four nominees of the B.R.S. companies have been appointed to the R.H.A. national council; they will have no voting powers but will have the right to be appointed to committees of the council in the same way as other members. No B.R.S. representatives on the council will be eligible for election as its chairman or vice-chairman.

The first four representatives on the national council are Mr. C. N. Christensen, managing director of British Road Services Ltd., Mr. El. W. Elliott, managing director of Pickfords Ltd., Mr. W. E. Macve, managing director of British Road Ferry • Services Ltd., and Mr. P. W. Swindells, managing director of B.R.S. (Parcels) Ltd.

B.R.S. representatives on R.H.A. functional groups will be eligible for election to any office or committee of the groups and to represent the groups on a national council. But B.R.S. members of area or sub-area committees will not have the opportunity of election; the intention is that B.R.S. companies in an area or sub-area should jointly nominate one representative to be co-opted to the area or sub-area committee or, if there is only one B.R.S. company in the area concerned, he will represent that alone. Such nominees will have no vote in the committee, will not be eligible for election as its chairman or vice-chairman and will not be able to represent the committee on the national council, the executive committee or any committee of the council.

The B.R.S. companies admitted to contract membership are: British Road Services Ltd.; B.R.S. (Contracts) Ltd.; B.R.S. (Parcels) Ltd.; Pickfords Ltd.; B.R.S. (Meat Haulage) Ltd.; British Road Ferry Services Ltd.; AngloContinental Container Services (London) Ltd.; Furness and Parker Ltd.; N. Francis and Co. Ltd.; and Westfield Transport Ltd.

The initiative for making this linking of B.R.S., and R.H.A. a reality now passes to the State-owned companies; as a first step they are being asked to indicate the Association areas in which they wish to be registered for membership.
