Which of the following most accurately describes the problem?

WEST YORKS-BASED Expect Distribution is to appeal against council planning chiefs' decision to reject its expansion plans for a second time.

After the initial proposals were rejected by planners at Calderdale Council (CM19 October), Expect made changes in a bid to win consent.

However, the new plan was rejected too. The council decided the firm was attempting to move into the green belt and that its plans would create an eyesore. Robert Rushworth, Expect Distribution's MD, says: "We're very surprised by the decision and by how fast it was reached. After taking advice from other parties previously not consulted, we'll be appealing against the decision.

"We wish to retain our current site if possible, but if we lose the appeal we may have to move."

Rushworth adds that no action will be taken before Christmas, as the plans will be thoroughly reviewed before the appeal. They are designed to help reduce congestion by adding 22 off-road truck parking spaces and increasing warehouse space. The move would also create 14 jobs.
