Which of the following most accurately describes the problem?

Some members of CM's operator panel attended the conference. This is what they said: Charlie Anderson, northern transport manager. Clipper, distributor of hanging and boxed garments The conference was brilliant. I enjoyed being part of the forum and discussing with my peer group how we can influence the ever challenging and ever changing world of transport.

The experience has given me the opportunity to review and, where appropriate, enhance our already stringent driver briefing and debriefing. As a result I've drawn up a proposed action plan to ensure we meet the current legislative challenges.

The idea of giving out the Highway Code to all drivers is fantastic. I've incorporated this into my plan along with a follow-up training session to ensure the highest standards are maintained by all the team. As we work in an industrial estate I intend to review the speed of my drivers approaching the site — highlighted as a key point in the conference."

Adam Purshall, contract manager, TM Logistics The conference reinforced what we're doing and it focused the mind on things going forward. Well be reviewing our procedures to ensure that were doing enough to minimise the risk of prosecution. We try lobe conscientious about health and safety at all times."
