Which of the following most accurately describes the problem?

• The Drivers Action Movement (DAM) has cancelled its conference in Sheffield because of lack of support. Although DAM has recruited 1,200 drivers this year to its campaign for public safety and drivers rights, only 38 had committed themselves to going to Sheffield when the conference was called off.

Jack Crossfield, one of the key figures in DAM, admits the cancellation is disappointing but adds that another event is already being planned.

Speakers who were to go to Sheffield included David Higginbottom, general-secretary of the United Road Transport Union, an IVIP, lawyers and university transport specialists.
