III South Wales Licensing Authority John Mervyn Pugh has revoked the five-vehicle licence held by Bryan Harris, trading as Talywain Salvage of Newport.

Harris appeared at a Cardiff public inquiry after receiving a prohibition notice indicating neglect for the second time. Mervyn Pugh said that Harris had put his life at risk by driving a vehicle that had a mix of crossply and radial tyres on the same axle.

The LA was told that other defects included a tyre recut to the core, a lack of efficiency on the service brake, and faults to the power steering and offside stop lamp. Harris said he had been unaware of the vehicle's condition. He had picked the vehicle up from the commercial garage undertaking his maintenance and driven it straight to the test station. "I am in the same boat now as when I did the servicing myself," said Harris.

Revoking the licence, Mervyn Pugh said if Harris had followed the system of maintenance recommended when he last appeared at a public inquiry, it would have been impossible for him to get a prohibition notice indicating neglect.

Harris had had his chance, said the LA.
