Which of the following most accurately describes the problem?

YOUR correspondent A. R. Gross (CM, September 14) is right to draw attention to the state of London's roads. The GLC is responsible for only about 10 per cent of the roads in London and these are maintained by the London Boroughs acting as our agents. The remainder of London's roads are the responsibility of the 33 London boroughs or the Department of Transport. As with other councils. inspectors are employed by the London boroughs to check regularly the condition of road surfaces.

I am, nevertheless, aware that the condition of some metropolitan roads is not up to the standard we would like. However, since Labour was elected in 1981 we have increased expenditure on road maintenance with a view to reducing the backlog of maintenance works that has resulted from earlier cutbacks in expenditure, and we would be prepared to spend even. more if the Government did not impose financial limits on our spending.
