Which of the following most accurately describes the problem?

OPERAl'ORS must be warned against the "illegal and anti-social practiceof causing drivers to make false record sheet entries, Judge Bertrand Richards said at Ipswich Crown Court.

He sentenced Frederick Archer, and his company. Frederick J. Archer International Trucking Ltd, of fps

wich. to a total of 1:3.000 tines.

A jury had found Archer guilty by a majority verdict of 10 to two of three charges of causing three drivers to make false entries on record sheets in August and October last year.

Judge Richard described the offences as a "very flagrant breach of this inherently safety-producing legislation. "I must impose a penalty which will signal a warning."

Judge Richards said: "I think it would be Draconian if such a hardworking person who built up a business lost Ins licence as a result of these convictions, but that is not a matter for me."
