Which of the following most accurately describes the problem?

ABERDEEN NORTH Labour MP Bob Hughes is to be Labour's new chief transport spokesman, but he may not be in the Shadow Cabinet.

Hughes, who has been a transport spokesman For the party in the past, tied with party health spokesman Frank Dobson for 15th and last place in last week's Shadow Cabinet elections.

There now has to be a runoff ballot between the two, who arc both supporters of Labour leader Neil Kinnock,

to decide who will take the last place in the Shadow Cabinet.

Hughes is replacing Gwyneth Dunwoody as Chief Spokesman after she became the only casualty of the elections.

Dunwoody's vote slumped by nearly 25 per cent, partly because of her decision to be the Parliamentary consultant to the British Fur Trade Association.

The result of the ballot will be known next Wednesday.
