Which of the following most accurately describes the problem?

AN application by Potteries Motor Traction Co. Ltd. for an express licence to run from Newcastle-underLyne to the R.A.F. Maintenance Unit at Hopton, Staffs, was granted by the West Midland Traffic Commissioners at Birmingham last week. At the previous hearing in September, the Commissioners had reserved their decision until additional evidence was submitted in writing from the Air Ministry.

The application was opposed by Greatrex Motor Coaches Ltd., Stafford, which sought renewal of a licence for a similar service.

At the hearing it was stated that the service was designed to provide "assisted travel" for civilian personnel employed at Hopton-the Air Ministry paying Potteries £4 10s. per day and collecting 6s. per week from each passenger using the service.

Greatrex had opposed the application on the grounds that the Potteries tender was uneconomic and was being subsidized by other services. The Greatrex quotation 119,41 stood at £4 15s. per day for the past fThree years of operation of the service.

Giving the Commissioners' decision, the chairman, Mr. John Else, said that it was felt that the Potteries tender was appreciably lower than that of Greatrex with a resultant saving of public funds and . that in all the circumstances the tender was not uneconomical to Potteries Motor Traction.
