I N an open letter to the new Minister, of Transport, the British Road Federation states that the efficiency of road transport fell seriously short of its potential maximum because the roads were unfit for modern traffic.

" The present capital investment programme is lopsided, since it provides nothing for the re-equipment and modernization of a road system which is both a vital element of 'industrial plant and a basic public utility," states the letter. It submits that there is an unassailable case for redressing the balance.

The letter continues: "In any ropd programme the needs of maintenance must be kept well in the foreground. The present general standard is still little more than 60 per cent, of pre-war. whilst maintenance of unclassified roads, necessary as they are for food production, is lower than the average figure."

A plea for raising the 20 m.p.h. limit for heavy goods vehicles is included.
