Which of the following most accurately describes the problem?

THE use of road transport for coal, because of railway difficulties, was the theme of a series of applications recently heard by the Yorkshire Licensing Authority. The applications were for variations of B licences to permit the applicants to carry coal for greater distances.

During the past year, the Authority has granted additional coal-transport facilities to many hauliers, not by the variation of licences, but under the Road Vehicles and Drivers Order, 1950. He decided to clear up the position in the haulage of open-cast coal by licensing, and over 40 B-licensees lodged applications. Eleven specimen case were heard.

At the inquiry, Mr. W. A. Goss, for the Railway Executive, suggested that permission to carry open-cast coal might be held for the duration of the licence, but permission to haul deep-mined coal should extend only until May 31, 1952.
