Which of the following most accurately describes the problem?

I'VE JUST HAD my usual cuppa and browse through CM and, while I shouldn't be, I'm yet again staggered by Vosa's news that foreign drivers will only be fined the statutory £30 if they are caught without a Driver CPC Card (CM 11 April).

I was led to believe that without the new Driver CPC one's current LGV licence was in effect null and void, so without wishing to state the obvious, anyone caught without one after September next year is driving illegally and therefore should be stopped from doing so.

We have the most effective natural border barrier, the sea, which means every foreign haulier has to stop before he can enter our country, so why can't Vosa check all the entrants and park up and/or turn around those drivers who haven't got the necessary card?

There seems to be some kind of Vosa request at the moment that they are treated with more respect, and maybe they do deserve some more. And, yes, maybe they only enforce the rules they are given to enforce, but why do they continually allow foreign operators such free rein to do what they want how they want? As it came in the same week Margaret Thatcher passed away, it seems only right to remember that she (in my opinion) put the great back in Britain. It's such a shame that today the policymakers seem hell bent on removing it again. Indeed, is there anything great about Britain anymore?

I'm wondering now if the cuppa needs replacing with something stronger to calm me down!
