Which of the following most accurately describes the problem?

• London's night-time and weekend lorry ban needs the support of Transport Secretary John Moore to survive says the scheme's present administrator, the London Boroughs Transport Committee. Otherwise, it will be "thrown into total chaos".

Moore has so far refused to help, despitre repeated requests from the LBTC, which is a group of 22 London boroughs from all three major political parties.

According to the committee, "transport firms are now forced into complying with a number of unco-ordinated local bans as well as the main order. Lorry operators have said quite clearly that they do not want to see more than one arrangement for the ban." Residents, local highway authorities and the police are all finding the ban increasingly difficult to understand and to enforce says the LBTC.

The longer the situation is allowed to fester, the worse the confusion will become says the LBTC and, it says, "on current information there are at least four, and possibly up to nine, different permit issuing and administration arrangements for heavy lorries in London."
