Which of the following most accurately describes the problem?

BUS OPERATORS can help county councils to compile in formation for Transport Supplementary Grant (TSG) submissions this year, advises the Confederation of British Road Passenger Transport.

The councils are also advised, in a letter from Confederation director-general Denis Quin, to give high priority to public transport projects in their Preferred Programmes, with the intention of including them in Base Programmes in subsequent years' Transport Policy Programmes.

The letter also : • Recommends county councils to apply for grants on two different financial levels : first, at a low "base" level set by DoE guidelines; secondly, at a higher "preferred" level of the counties' own choosing.

• Points out that the Government says it will give more weight to those proposals for revenue support whose objective is to maintain a minimum public transport service.

• Reminds the councils of some of the more avant garde ideas for bus services—incorporating school journey, park and ride, dial-a-ride, etc, which should be included in TPPs.

• Seeks to discourage councils from applying for money to spend on rail services (it states that "the Confederation recommends that note should be taken of the relative cost of a bus solution compared with rail in solving public transport problems." But it does suggest "consideration should he given to the feasibility of road/rail interchange").

• Urges councils to seek advice from bus operators on service improvement obtainable from traffic management schemes which can be submitted in their TPPs.

• Asks councils to give favourable consideration to priority measures designed to promote bus movement and to constrain on-street parking on bus routes anywhere.

Also psv should wherever possible be exempt from weight restrictions, states the Confederation.

The Confederation letter refers to DoE circular 43/75, "Transport Supplementary Grant Submissions for 1976/ 77," issued last month.
