Which of the following most accurately describes the problem?

IN VIEW of the limited time available to county councils it was not expected that the first reports under the new system of supporting public transport would include comprehensive solutions, said Transport Minister Mr Fred Muiley in the Commons last week.

Further detailed guidance had now been given to councils.
