SOUTHEND Corporation's rule of giving no change on its oneman bus fleet is alleged to be unlawful by the National Association of Local Councils. The Association is advising people without the correct fare to pay the next lowest fare and leave their name and address, and promise to pay the difference.
A spokesman for Southend Council said: "We are completely satisfied that the nochange rule is lawful. All legal aspects were looked into before it was introduced."
