Which of the following most accurately describes the problem?

The general secretary of the C.M.U.A., 50, Pall Mall, London, S.W. 1, has been informed by the chief constable of Northumberland that he has received complaints from the county council that heavy motor vehicles travel on the roads of the county at an excessive pace, and he has been requested to stop the practise. The chief constable states that he has tested this assertion, and finds in not a few instances that it is true. Before taking proceedings to put a stop to such excessive speed, he has asked the co-operation of the C.M.U.A. so that the end desired may be most pleasantly attained. It is hoped that all users will regard this warning in the spirit in which it . has been given, and render it unnecessary for proceedings to be taken.
