Which of the following most accurately describes the problem?

The Scottish Commercial Motor Users Association has for some considerable time been pressing for the improvement of several canal bridges in the Forth and Clyde areas, Which have a carrying capacity of only three tons. It is gratifying to learn that the Ministry of Transport has written to the district committece.of the Lower Ward of Lanarkin connection with the bridge near Cadder, on the Kirkintilloch-Glessgow road, statingtthat it is generally agreed that this restriction of the full use of.such an important road is a matter that. should be remedied, and that possibly if a scheme were prepared for a new bridge carrying the heaviest traffic which had a legal right to travel, the Ministry would be prepared to assist in defraying the cost. The Ministry of Transport was informed that the matter is at present understhei consideration of the county authorities of Lanark, Stirling and Dumbarton.
