• A payroll tax should be levied on employers to help pay for public transport, and a transport fund based on vehicle excise duty should be set up to. co-ordinate spending on trunk roads said a leading traffic expert to a Chartered Institute of Transport conference last week.
Professor Bill Bradshaw of Salford University said the payroll tax could be levied on local employers to subsidise public transport operators.
The fund would be reponsible for all major capital expenditure on the transport infrastructure and would create a direct connection between taxation and expenditure.
