Which of the following most accurately describes the problem?

• Leigh Interests has won its second multi-million pound domestic refuse collection contract with East Staffordshire District Council.

The five-year contract, worth more than £3.5 million, will start on 1 May with Leigh collecting waste from a population of 94,000 in the Burton and Uttoxeter area.

The company's service centre in Burton, which already runs 25 vehicles for industrial and commercial dry waste collection, will be used for the operation and more staff will be recruited for the deal.

Leigh Interests has also submitted bids for a further six household waste collection contracts.

New company chairman Malcolm Wood says: "We hope to win many more contracts, but we will only bid for those contracts where we can maintain the standard of service and make an adequate return."
