HSE has also included within its new draft regulations on the quality of the containers used for the carriage of the goods that will apply to both large road tankers and "relatively small packages."
Under the code the mainte nance of the vehicles themselves and their fittings plus the proper design of the vehicles will be regulated.
Fire-fighting equipment to be provided will be specified and will include the overalls, first-aid and protective equipment to be carried on the vehicles.
Driver training and the notification and reporting of accidents will be covered by the new code which is still at the consultation stage.
HSE says that it is concerned that the new rules should be supported by codes of practice giving practical advice on the requirements of the new regulations.
New substances will be covered by the rules as they become available and USE says that the new rules will be compatible with existing international agreements for the carrige of dangerous goods.
Exemption limits for small quantities will also be considered. HSE is aware that there are risks in regulations being too widely applied. "The situation becomes complicated because some materials are very hazardous even in small quantities while others are only if the quantity is large," it says.
