Which of the following most accurately describes the problem?

• A "tidying-up" operation for fares on some long-distance routes outside the Greater London Council area has been announced this week by London Transport. Twenty-five routes will have a maximum 12p fare between 9.30 am and 4 pm and between 7 pm and 12.30 am. A further 18 routes which cross the GLC boundary and have a 12p off-peak maximum inside the area will have a 12p maximum fare on the whole route.

This means that only 14 of LT's routes which run outside the GLC area will have a maximum fare higher than 12p. These all run alongside Green Line routes. LT requested permission from the Traffic Commissioners to make all its maximum off-peak fares 12p but this was objected to by London Country Bus Services Ltd.
