Power to take such a step would have to be used with the utmost discretion, because the vehicle owner would suffer for the wrongful actions of his employees, over which he had no control. The powers of the licensing authorities under the Road and Rail Traffic Act to revoke or suspend licences are already amply wide. TT is rather surprising that, after so many years of 'the operation of coach excursions on Sundays, several Scottish county councils should suddenly oppose them in strong terms. The coach and bus are unrivalled means for bringing fresh air and pleasant surroundings within easy reach of thousands of town dwellers, and with strict regulations governing the conduct of passengers, it is difficult to imagine what objection could be levelled against such trips.
