NEW PRE-BOOKED PARTY LICENSING SCHEME EVOLVED

Yorkshire Operators Frame Important Amendments to Schedule 2a System ADRASTIC change in the system of licensing pre-booked excursion's in Yorkshire is proposed, pending national legislation. The proposed modifications in the existing system, which have been prepared by the standing joint committee of the " independent " associations in Yorkshire and the Chesterfield district, really amount to a new scheme to displace the Schedule 2A scheme.

It is understood that as the proposals are modifications to the Schedule 2A scheme, they cannot be heard by the Yorkshire Commissioners until a licence of this class has been granted.

The proposed form of pre-bookedparty licence provides that, subject to the conditions, the holder may carry pre-booked and unadvertised parties to any of the terminal points specified in the schedule from any starting point, and that he may carry such parties to other termini not specified in the schedule, or on circular tours, provided that he first gives notice to the Commissioners.

• In an emergency, when the operator receives a request to carry a prebooked unadvertised party to a point or on a circular tour not specified on

his licence, at a time when the Commissioners' office is closed, and the party desires to travel before that office will next be open, the licence holder shall be entitled to carry that party. He must, however, give notice to the Commissioners within 48 hours of the conclusion of the trip, specifying the name of the party, the date and time of inquiry, route and fare.

The suggested licence conditions are as follow :—(1) The fare per passenger shall be governed by the graph published in "Notices and Proceedings." (2) Children shall be carried at half adult fare. (3) The operator shall be entitled to carry three children on a seat constructed to carry two adults.

(4). Members of the party shall be picked up either, at the starting point, or at any two points. All members shall be charged the same fare. (5) The operator shall be entitled to set down and pick up passengers at any point on or near the route to obtain refreshment or view places of interest. (6) The driver shall carry a statement containing a general description of the party, of the route and the fare per passenger. In the absence of unforeseen circumstances, the vehicle shall reach the starting point within 24 hours from commencing the journey.

It is proposed that the conditions shall not limit the number or, type of vehicles, or the period of the year during which the service may be operated. The committee also suggests that the Commissioners should reserve the right to inspect the operators' books.

The fares graph provides that up to 15 miles the fare shall be 1d. per mile, with a minimum fare of 4d. Thereafter, the fare per mile gradually decreases as the distance covered increases, For a distance of 100 miles, the fare per passenger is 5s. 6d. (.660d. per passenger-mile), 200 miles, Ss. 3d. (.495d.), and 300 miles, 10s. 9d. (.430d.).

The scheme was approved unanimously at a Leeds meeting of the C.M.U.A., on March 1. Mr. Robert Barr, chairman of the passenger section, North-East Division, who presided, stated that he had been informed that the associated bus companies were now in agreement with 90 per cent, of the proposals.
