Dave Palmer, a company director at D&D Transport in Nottinghamshire, thinks that some hauliers will view the chance not to have a VOSA rep at a PI as an opportunity for “damage limitation”.

“They will think ‘we will take the bollocking in the report’, rather than have them there saying it at a PI,” he says. “I would agree that they don’t need to be there, but I also think they have to be accountable for their actions. For important matters I would want VOSA there, but on minor things I think a written report is sufficient.”
