• T C Andrews, who is a director of London Tipping Services, signed the five vehicle licence renewal application for Andrews and Son Haulage Ltd to the Metropolitan LA as "owner'. The LA's check of the Companies Register shows that he is sole director of that company.

When he reheard the application by London Tipping Services at the direction of the Transport Tribunal, says the LA, he found that T C Andrews did not satisfy the requirement to be of good repute and disqualified him from holding a licence for three years.

"The company's application must fail with the findings regarding T C Andrews in the London Tipping case," says the LA, Air Vice-Marshal R G Ashford, in a written decision. "But as this decision is subject to review I also determine the company's application on the assumption that T C Andrews's disqualification was removed by the Transport Tribunal."

Andrews and Son Haulage was called to a public inquiry but, as with London Tipping, did not attend. Statements from residents on the LA's file indicate, he says, that both companies had vacated their common operating centre by early 1988. The applicant had a significant number of convictions, none of which had been notified as required. The company's application stated there were no convictions. The company had failed to provide details of its proposed new operating centre.

The LA refused the application since T C Andrews has been disqualified. The LA said he could not be satisfied the applicant is a fit person; that there would be adequate maintenance arrangements and that the operating centre is suitable.
