II The Metropolitan LA has revoked the operator's licence of London Tipping Services Ltd of 389-392 Dupont Street, Stepney, on the grounds that the company: • Failed to abide by the conditions attached to its licence; • Made a false statement when applying; • Has had a material change in circumstances in that it no longer satisfies the requirement of fitness to hold a licence.

The LA has further directed that T C Andrews and D T Andrews be disqualified from holding a licence in any traffic area for three years.

The LA had been directed by the Transport Tribunal to rehear the application for a licence for 10 vehicles after his deputy granted it and the London Borough of Tower Hamlets successfully appealed.

When the LA convened a public inquiry, the council responded by saying the company had vacated Dupont Street and requesting the inquiry be cancelled, That request was refused as there were other than environmental issues to be considered.

T C Andrews and D T Andrews, who are father and son, are directors, while T C Andrews is a director of Andrews and Son Haulage Ltd, also called to a public inquiry on the same day as a matter of convnience to participants. Neither company appeared nor communicated.

The LA says that following the departure of London Tipping Services from Dupont Street, he considered he no longer needed to determine the environmental issue.

On the question of repute, says the LA, Andrews and Son Haulage has eight convictions on his files; none had been notified to him as required and none recorded on the application for renewal.
