The Road Traffic Law Review
• Recommendations designed to distinguish more clearly between lesser offences and unsafe, irresponsible behaviour are made by the Road Traffic Law Review ("The North Report") set up in January 1985.
The Review says that the greatest public concern is with the drunken driver who kills, and the law relating to very bad offences should be reformulated to make the tests more objective and more susceptible to proof.
The term "reckless' should no longer be used, says the Review. As it is so difficult to prove, prosecutors often charge drivers with careless or drink driving only. There should be a specific offence of bad driving causing death when the driver was unfit to drive through drink or drugs, continued on page 3
