Parkocard is really like having your own portable parking meter. The idea is that you buy one, much as you would a phone card, and clip it to the sun visor to give traffic wardens clear vision of the vehicle's parking time, which is shown on a liquid-crystal display. When it's used up you throw the thing away and get another.
