Which of the following most accurately describes the problem?

A LAW student who had failed his final examinations was too clever for the South Wales police. They had prosecuted him for allegedly driving through a Pontypridd street that was restricted to traffic requiring access to it. When they lost the case before the magistrates, they appealed to the High Court and lost again.

Simon Evenden was able to show that Mid-Glamorgan County Council had unlawfully restricted the road for 81/2 hours a day whereas the Road Traffic Regulation Act 1967 limited the period to eight hours. He thus has a flying start as a litigating lawyer when he passes his examinations, as he surely must. He may also have been instrumental in securing the refund of fines on many drivers who have been wrongly penalised.
