The White Paper will present options for some form of privatisation for NBC but the Government is against complete privatisation which would create a monopoly. Ministers want to avoid rival operators buying into NBC as a move to close routes.
Suprise has been expressed that there has not been a move by a management consortium from NBC making approaches to take over the company in similar fashion to the National Freight Consortium, although this has been hinted at in the past.
