Which of the following most accurately describes the problem?

Not too much should be made of the difference of opinion which David Lowe (CM May 19) has noticed between the Road Haulage Association and the Group Training Associations.

Hauliers in general believe that the levy/ grant system has been the largest single factor in creating between them and the Road Transport Industry Training Board. The resentment has been felt most keenly by those operators — constituting the large majority — who are not members of GTAs.

This was explained to and accepted by the GTAs during the discussion which led to the submission of their own memorandum to the Secretary of State for Employment.

The basic issue, on which there is complete agreement throughout the industry, is that the work of the GTAs should continue and should be regarded as one of those aspects of training for which full Government support should be forthcoming.
