Which of the following most accurately describes the problem?

DURING the 12 months to March last, the number of C-licence vehicles rOse by 12.8 per cent. Two months ago there were 691,328 traders'. vehicles, compared with 612,709 in March, 1949.

Figures for March of this year show an addition of 5,674 C-licence vehicles. It appears that 7,121 vehicles were cornmisSioned by 3.294 new operators, but that 1,447 vehicles were withdrawn from existing fleets. It is unusual for the number of withdrawals in any month to outweigh the replacements to the country's existing C-licence fleet, particularly by a margin. as large as 1,447.

Of the additional C-licence vehicles placed in service in March, 984 were for retail delivery and 2,082 -were to operate wholly within a radius of 25 miles.
