Which of the following most accurately describes the problem?

• Northern Counties of Wigan is now offering a van-based welfare minibus alongside its range of fully coach-built PSV bodywork. The latest minibus, which can seat up to 14 passengers, is converted from the diesel powered MercedesBenz 307D.

The first two models are now running on the Greater Manchester PTA's Bury Ringand-Ride operation, which provides vehicles for passengers unable to use conventional buses.

The two 12-seaters have been built to comply with Minibus Permit requirements and have double seats on the offside and single seats on the nearside. The single seats are permanently fixed, while the -double seats can be removed to accomodate wheelchair passengers.
