Which of the following most accurately describes the problem?

• Federal Express Systemline, which won the parts delivery contract for car manufacturer Yugo earlier in the year, is now exceeding its target for stock order deliveries. Yugo's director of parts division, Len Edey, says: "The contract between Yugo and Systemline specifies that 80% of stock orders should be with the dealers the next day, with 20% the day after, while 100% of vehicle-off-road orders should be fulfilled next day. Systemline has not only achieved this target but in terms of stock orders exceeded it with 88% of orders being delivered next day."

Yugo sells around 10,000 vehicles a year at the moment with a dealer network of over 180 franchises. A new development under discussion is for Systemline drivers to become salesmen for Yugo by carrying stocks of fast moving lines and service accessories in the vehicles so that dealers can buy these without preordering.
