Which of the following most accurately describes the problem?

THE LATEST and youngest addition to our team of area officers is John Dunk, aged 24. He has been working in the transport industry since 1977, starting with five years on the road for a builders' merchant, driving all over the British Isles including Northern Ireland.

At 22 he took and passed his HGV 1, unsponsored and on his own initiative.

At present, after two years of steady agency jobs he is looking for a permanent job, preferably in continental freight transport.

He knows the problems faced by young drivers through firsthand experience; despite his obvious enthusiasm and commitment to his job, he has found that it is far from easy for anyone under 25 with a HGV 1 to get a permanent place because of the high insurance premiums.

Ironically, even firms which regularly use agency drivers will expect other experience from young drivers when recruiting permanent staff.
