Which of the following most accurately describes the problem?

• The application of Edward Portsmouth Development Co Ltd was adjourned by the South Eastern LA last week pending the production of a certificate of solvency by the applicant. The application for three vehicles and six vehicles and three trailers to be acquired was Objected to by the RHA on the grounds that the director of the company. Mr E. Portsmouth, had financial debts. Mr Portsmouth said he had personal debts of £1205 and that he had formerly been managing director of a haulage company which had recently been wound up with debts of £15,000. A serious road accident which resulted in Mr Portsmouth being away from work for 12 months was blamed for the company's difficulties.

The LA, Maj-Gen A. F. J. Elmslie, decided to adjourn the case until Mr Portsmouth could produce a certificate of solvency.
