Which of the following most accurately describes the problem?

• Disciplinary action against two 0-licence holders was taken by the Scottish LA last week in Dundee when they were both called under Section 69 because of maintenance infringements.

In the case of James Moffat, of Cardenden, the LA, Mr A. B. Birnie, said he was taking into account only prohibitions which had been imposed since the licence had been issued; four immediate and four delayed in a period of about eight months.

He curtailed the company's licence by one vehicle from 27 to 26 with a suspension of two more vehicles for a period of four months.

The second operator was Mr George Ovenstone, of Perth, who uses one lorry for his business as a building contractor. His licence was suspended for six weeks with the operator being given the choice of date for commencement of suspension. When told that the operator chose the suspension to be effective immediately during a holiday break for the next two weeks Mr Birnie remarked: "I am hoist with my own petard. I wish I had asked the question about holidays earlier."
