Which of the following most accurately describes the problem?

• The postal strike, earlier this year, resulted in Staffordshire county council and Tutbury rural district council being unaware of an application by Trent Motor Traction Co Ltd to vary the conditions so that they included full fares for children between the ages of three and 14 years travelling at certain times.

No objections were received and the application was granted by the West Midland Traffic Commissioners. In April, however, representations were made by the Staffordshire and Tutbury councils saying why they were unable to make objections at the time of the applications. As a result a public sitting was held in June at which all the objectors were present.

It was known that the conditions had been granted by the East Midland Traffic Commissioners in whose area approximately 95 per cent of stage carriage mileage was carried out. At the hearing it was agreed that the condition relating to children's fares should be varied so that half the adult fare to the nearest lp above should be charged. Among the reasons given by the Commissioners for the modification were that the concession given by the company to children was not one sided as the child was not entitled to a full seat at all times and that in many cases increases of more than 100 per cent in fares would have resulted.
