Which of the following most accurately describes the problem?

• Because practical difficulties are being experienced under the drivers' hours regulations by men engaged in work as varied as ready-mixed concrete delivery and the carriage of' bulk liquid egg, the FTA has asked the Minister for Transport Industries for new dispensations. Drivers on ferry journeys and those engaged in certain emergency work are also included in the concessions being sought.

Drivers using ferries, particularly those to the Isle of Wight during the summer peak, often have to wait for long periods at the docks, says FTA. Thus. although only 10 hours may be spent on duty, a longer working say is necessary to cater for the lengthy off-duty periods waiting for the boats. Local authorities have encountered considerable difficulty when snow clearance, salting and • gritting have been necessary. The framing of the legislation is such that if the emergency occurs in the early part of the week refuse collection. etc. can become impossible in that week.

The new dispensations or action sought by the FTA are: Ready-mixed concrete: 14-hour spreadover; 66-hour week; ability to defer statutory rest day, provided four arc taken within four weeks.

Road surface dressing materials: 14 hour spreadover; 66-hour duty week.

Explosives: complete review of situation. Agricultural feedingstuffs: 14-hour spreadover; 66-hour duty week.

Bulk liquid egg: 14-hour spreadover; 66-hour duty week; ability to defer weekly rest day.

Journeys involving passage by ferry: 14-hour spreadover.

Emergencies: complete review of situation and introduction of further flexibility.
