• Disquiet at the practice of tying. 10-ton containers on to lorries just with ropes was expressed in the Commons last week by Mr Leslie Huckfield (Labour, Nuneaton).
He claimed that a recent court decision. overruled by a higher court, had introduced some uncertainty into the situation. Legislation was necessary to insist on the use of twistlocks, Mr Huckfield suggested.
Mr Eldon Griffiths, Under-Secretary for the•Environment, did not agree about legislation, but said that the use or ropes would be covered in a Code of Practice on Safe Loading now being drawn up in consultation with industry.
"I iyould hesitate very much before seeking to gear up the whole engine of Parliament to legislation on how people should tie ropes on to containers", observed Mr Griffiths.
