Which of the following most accurately describes the problem?

• The Road Haulage Association and Freight Transport Association have both told the DoE of their opposition to proposals for closing the five goods vehicle testing stations at Alvaston, Chelmsford, Keith, Salisbury and Scarborough. Both associations make the point that many operators would be put to heavy expense in making longer journeys for testing if the existing stations were closed. The RI-IA estimates that closure could cost operators ffm. a year.

The FTA stressed this week that it was objecting to the principle of the closures, the testing schemes have been built up on the basis of a network designed to ensure that, generally, operators did not have to travel more than 25 miles to a station.

The FTA has suggested that the scheme should be looked at as a whole and that the 05,000 which the five threatened stations are said to be losing could be recouped by an. increase of 8p per vehicle in all testing fees in the country. The Association feels that the scheme's viability is threatened. especially by the Treasury's accounting systems and procedures. There is also the point that linked hgv testing stations would be closed—at a time when there is concern about future hgv testing capability.
