• Mr Robert Carr, Employment Secretary, has approved Road Transport Industry Training Board proposals, made in November 1970, for a levy on employers within the scope of the Board based on a percentage of their payroll in the year ended April 5 1971.
The levy is two-tiered, in which the rates are 1.5 per cent where total payroll exceeds £5000 but is less than £30,000, and 2.2 per cent where it is over £30,000. Large numbers of small firms with total payrolls of £5000 or less will be exempt from levy.
This is the effect of an Order (SI 1971 No. 1049, HMSO, 7+p) laid before Parliament last week and coming into operation on July 14. '
The previous three-tier rates were: up to £5000, 0.75 per cent; £5000 to £15,000, 1.5 per cent; over £15,000, 2.2 per cent.
Own-account operators coming within the scope of the Engineering Industry Training Board are at present exempted on the first £7500 of payroll. Now the ETTB is proposing to Mr Carr that the first £35,000 of employer's payroll should not be subject to levy.
