Which of the following most accurately describes the problem?

• Grants to Passenger Transport Authorities in meeting deficits from the rail services for which they are to assume responsibility will be far more generous than expected. Announcing on Wednesday the making of Orders which will provide for the four PTAs to take responsibility for rail services in their areas from January 1 next year. Mr John Peyton revealed that the Government will pay 90 per cent towards their rail deficit costs in the first year, 1972, tapering off by 10 per cent in each of the three succeeding years.

Well before the end of 1975 it is proposed that the arrangements should be reviewed in consultation with the new metropolitan county councils which by then can be expected to have taken over.

The new Orders diitct that Section 20 of the 1968 Transport Act shall apply to the PTAs, who will have to review local rail passenger services and decide which they want to keep as part of their conurbation public transport services.
