Which of the following most accurately describes the problem?

AN indication of the expansion of industry in the Highlands was given before the Scottish Deputy Licensing Authority, last week, when Messrs. D. Robertson and Sons, Inverness, applied to add a 61--ton lorry to their existing fleet.

The Authority granted an amendment to this, in that a 6i-tonner would substitute a 3-tonner. Figures were produced to show that business since 1950 had increased by about 40 per cent. This was because of various hydroelectric schemes involving carriage of large quantities of cement. There was also more agricultural activity.

Representatives of two companies in Inverness complained of difficulties they had experienced in getting sufficient road transport to carry their goods.
