Which of the following most accurately describes the problem?

BECAUSE such a small proportion of vehicles offered for sale by the Disposal Board had been purchased, there might well be pressure for greater transfer under the company structure. This would not be in the best interests of trade, stated Mr. E. A. Whitehead, chairman of the road transport section of Liverpool Chamber of Commerce, at their recent meeting.

Attention was drawn by the section to arrangements for the inspection of vehicles and in particular to the fact that a road test is not permitted. A resolution was adopted asking the British Transport Commission to ensure that full inspection facilities were provided before sale.
