THE Appeal Tribunal has dismissed I the appeal of W. E. Harvey and Son, Ltd., against the grant by the Western Licensing Authority of a B licence to John Benney, to enable a horsed vehicle, used for about 50 years to carry goods for hire or reward, to be

replaced by a motor.

The evidence called by Mr. Benney did not establish a prima facie case for a newcomer, within the meaning of the Enston decision, but the Tribunal agrees that the Licensing Authority was entitled to take into consideration the long period of use of the horse and cart.

As Mr. Benney omitted to include the name of his partner in the application, a new one is to be made. The Tribunal has advised that the terms of the application should be widened.

REFERENCE was made last week to a vacancy for a chief executive officer and secretary in the Road Haulage Association. "The Commercial Motor can state that this does not in any way imply a severance of Mr. R. W. Sewill's connection with that body.

The R.H.A. has not previously had a general secretary of its own, but because of the calls upon Mr. Sewill's time it has been found desirable to relieve him of some of the detail work in which he has hitherto been involved.
